THE NEXT DUMA. A CLASS SUFFRAGE. Received June 18, 7.50 a.m. ST. PETERSBURG, June 17. The next Duma will consist of 442 members, elected on a class suffrage, which will be extended to landlords. The peasant electorate will thus be reduced. Representation of Poland, the Caucasus, and Siberia will be reduced by one-half. Direct ejections, with a higher property test, will be instituted in the largw* citieb, but such important centres its Kazan, Kharkoff, and Saratoff will be disfranchised. Sixteen of the accused deputies have escaped. \ GREAT UPROAR CREATED. Received June 18, 2.12 p.m. ST. PETERSBURG, June 18. M. Purishkevitch created JJa great «proar in the Duma on Saturday, by declaring that the Social Democrats ought to be sent to the scaffold. Received June 18. 10.24 p.m. ST. PETERSURG, June 18. Russia is singularly indifferent over the dissolution of the Duma. Received June 18, 11.16 p.m. LONDON. June 18. The Daily News declares that it is rumoured at! St. Petersburg that the plot of the sailors on two warships at Fendra Island. near Odessa, to throw the officers overboard and seize a whole squadron under the command of Admiral Tsiwinsky, is fiction. The real cause of the dissolution of the Duma was the fear of offending Germany by making concessions in connection with the language question to Poland, for without the Poles' support, wJiich was witheld in view of the Hi/argaining with the Government, the latter were unable to pass the Budget. Finally German influence at the Court decided M. Stolypin not to yield reasonable reforms. CHARGE OF ATTEMPTED MURDER. Received June 18, 1.39 p.m. ST. PETERSURG, June 17. While a Russian torpedo boat was discharging torpedoes at Sevastopol one struck the cutter in which the Commander-in-Chief was cruising. The latter narrowly escaped drowning. The officers of the torpedo boat were arrested on a charge of attempted murder. ' * THE MUTINY IN THE NAVY. MANY ARRESTS MADE. f*£?£eived June 18, 7.20 a.m. LONDON, June 17. The Daily Express' Odessa correspondent says that it is reported at Sevastopol that the Black Sea Squadron has been placed temporarily out of commission. The gun locks have been removed. Seven hundred seamen and gunners have been arrested. The tone of the English press with regard to the position is somewhat pessimistic.
