MASTERTON BOROUGH COUNCIL.

ORDINARY MEETING. The ordinary meeting of the MasI terton Borough Council, last evening, was attended by the Mayor (Mr J. M. Coradine), and Crs J. H Pauling, J. Elliott, A. Haughey, W. Pragnell,- J. C. Ewington, W. Morris, J. Prentice, F. W. Temple and J. Yarr. Mr W. Cole wrote asking the Council to refund the balance of his deposit in connection with the Cole and Pownall Streets extension. The Engineer reported that the roads had been made and maintained to the' satisfaction of the Council. It was decided to refund the deposit and take over the roads. Mr H. Madely waited on the Council and objected to two culverts beine placed in front of his property in Perry Street, and being asked to pay for them. He said he had two culverts put in previously. These had been removed, and two others put in, for which he was asked to payCr Ewington thought the course pursued by the Council in these matters was wrong. If the Council chose to alter their conditions in connection with the laying down of culverts, ratepayers should not be asked to pay. He moved that no charge be made against Mr Madely. Cr Pauling seconded the motion. Cr Elliott said he considered the matter of putting in culverts had gone far enough. He thought the value of the old culverts should be taken into account,, and the property - owner charged accordingly. The Mayor said he would like to know whether the previous Council had passed any resolution bearing on the matter. It was decided to adjourn the matter for a fortnight to allow of an enquiry being made in this direction. Messrs Chamberlain and Son wrote ' asking the Council to forego the claim ofv£s 4a for three new culverts near their mill as, when th~y gave permission for the deviation of the Albert Street Creek along the water channels, they were not informed that they would be put to any expense in the matter of culverts. —The letter was referred to the Works ' Committee. The Masterton Municipal Brass Band wrote asking permission to erect a small gate to give access to the tea kiosk and bandroom in the Park.—The application was referred to the Park Committee with power to act. Messrs H. W. Jackson, J. Lett and E. R. B. Daniell wrote asking the Council to form and make footpaths on the road which runs from Worksop Road past their properties, and through the Trust Lands Trust sections, now leased by Mr Forman for grazing purposes. Cr Pauling said the Works Committee had already dealt with the question as far as possible. The letter was referred to tLo' Works Committee. A letter was received from Mr T. Moss drawing the Council's attention to the state of Donald Street between South Road and High Street. The street was now open for traffic, out nothing had been dene to make it passable. Across the road was a stream with boggy sides and bottom which might be the cause of an accident at night. It was decided to writs to Mr Moss informing rfim that the Council had never diverted any water into the street, and that there was no immediate necessity for forming the portion of the street referred to. Misses L. and # W. Whitccmbe wrote applying for permission to write and maintain a notice on the footpath at the entrance to the Ex- ! change Buildings.—The Council decided that it could not accede to the request. ' A letter was received from Mr J. W. Stuckey asking for a permit to erect a septic tank in Hogg Crescent on the same conditions as these imposed on Mr Hosking.— The applica- i tion was granted.

Mr W. M. Easthope wrote*claiming compensation for the land he had given for the widening of Bentley Street. When he gave his land he understood that under no circumstances would compensation but now he understood that compensation was being paid t'6 Mr Knight under were the cr.se he thought he was equally entitled to compensation. It was stated that Mr Easthope had made an agreement with" the i Council and the latter had carried out their part of the agreement. After discussion the Council decided to carry out its agreement j with Mr Easthope in its entirety. On the motion of the Mayor, who had proviously given notice, it was decided to rescind the resolution passed at a special meeting fixing the width of the footpaths in Hall Street at 13ft, and substitute 9ft, except by special resolution of the Council.
