THE PRESIDENCY. Received May 24, 7.33 a.m. LONDON, May 23. Reuter reports that the Senate of New York State has passed a Public Utilities Bill, creating two commissioners for the regulation of corporations conducting public services, railroads, lighting, etc. Mr C. E. Hughes, Governor of the State, is closely identified with the measure, the adoption of which has enhanced his chances for nomination as the Republican candidate for the Presidency in the event of President Roosevelt not standing again.
