THE NAVAL AGREEMENT.

The Attorney-General explains that the naval urgeement, which was entered into three years ago for a period of 10 years, binds the Imperial Government and the Commonwealth •tand New Zealand in a contract which cannot be determined without the consent of the three contracting parties. Unless, therefore, the New Zealand JParliarnent consents" to determine the'agreement itrnust continue in force until its expiry by the effluxion of time, seven years hence. .If it is to be determined the question of what is to take the place of the present arrangements be- ■ comes an important one.
