PROPOSED RECIPROCITY TREATY. Received May 6, 7.20 a.m. LONDON, May 5. Canada has submitted a proposal for a reciprocity treaty with Australia. Sir William Lyne will begin negotiations as soon as the Canadian Minister ofjFinance (Mr W. S. Fielding) arrives in London. It is a noticeable fact that Sir Wilfrid Laurier was the -first at the Imperial Conference to recognise that preference is impossible. The impression is that he would be quite willing to consider what alternative Britain * is prepared to offer in the way of improving rapid communication, and other assistance common to Imperial ends.
