ANTI-VACCINATORS. Received May 2, 9.20 a.m. LONDON, May 1. Mr John Burns, President of the Local Government Board, has introduced in the House of Commons a Bill to enable conscientious objectors to vaccination to make a declaration on oath before a commissioner, and thus to secure exemption from vaccination.

LANDHOLDERS' BILL. Received May 2, 9.30 a.m. LONDON, May 1. In the House of Commons the Landholders' Bill was read a second time. Mr Balfour, Leader of the Opposition, charged the Government with taking land and the capital sunk in it, and speculating with it, leaving the loss to be borne by the owner. It was apparently intended to extend the Bill to England.
