THE HAGUE CONFERENCE.

Major-General Sir Edmund Roche Elles.'military member of the Gof( yernor : GeneraPs Council in India, and Captain Otley, Director of Naval Intelligence, have been appointed military and naval experts at The :Hague Peace Conference. Sir Edward Fry, who is one 'of the British delegates to the Peace Conference, and also a member of the Permanent Court of Arbitration, has been created a G.C.M.G., of ,St. Michael and St. George.
