IMPERIAL UNITY.
Received April 30, 8.38 a.m. LONDON, ApriF29. The Times, in a further article on "The Conference and Imperial Unity," urges that an Oceanic Empire cannot permanently be maintained by the sea power residing only in one Small portion thereof. The co'onies should be encouraged to build destroyers, scouts, and small cruisers for themselves, and to manufacture torpedoes, guns, and ammunition, the Admiralty purchasing if the terms are reasonable.
