Professor de Martens, in a letter to the Times, considers that the second Duma is a failure. The dissolution is a question only of days or weeks. He thinks that the only remedy will be a violation of article 87 of the fundamental laws concerning the franchise. The Times characterises this as a counsel of despair, and hopes the Czar and his advisers will not be driven to li'sten thereto.
