~COAL MINES SJIGHT HOURS BIUL. Received April]! 4, 4.40 p.m. LONDON, April 13. In the House of Commons, the Coal Mines Eight Hours Bill was read a second time without division. Mr H. Gladstone, accepting tne principle of the Bill, declared that it would be necessary to add many clauses to the Bill to render it workable.
