CHINESE ON THE RAND. PRETORIA, March 22. The indentures of 407 Chinese on the Rand expire at the end of June. The indentures of the remainder will expire in August. Mr Smuts, Colonial Secretary, announced that the matter will not be debated until Parliament reassembles in June. - Sir George Farrar urges the appointment of a Labour Commission. General Botha contemplates the raising of a two million loan, for a land bank, as soon as is convenient. In the Transvaal Assembly, General Beyers, whose racial partizanship is notorious, promised, speaking in English, to follow the best Parliamentary traditions of the Motherland, also of the Mother Colony at the Cape. CAPETOWN, March 22. Mr T. P. Theron, the President of the Afrikander Bond, addressing the Cape Afrikander Bond Congress at Middleburg, declared that the Bond would do nothing to retard federation, but the movement must emanate voluntarily from the people. THE LABOUR QUESTION. Received March 24, 4.32 p.m. PRETORIA, March 23. In the Tranvaal Asssembly, Mr Smuts said that he considered the proposal to appoint a commission of inquiry into the labour question as likely to lead to procrastination, which, he believed, was the object of the Opposition. The statement was received with angry protest. Mr Smuts added that the Government would afford the mines the promptest and 'most effective help. He intended to tackle the question, and hoped to have a definite policy ready by June. ASIATIC REGISTRATION BILL. Received March 24, 4.32 p.m. PRETORIA, March 23. The Legislative Council has passed the Asiatic Registration Bill. Lord Selborne has reserved it for the King's approval. The Legislature has adjourned till June 14th.
