Received March 18, 8.30 a.m. NEW YORK, March 17. Japanese in Hawaii have telegraphed to President Roosevelt that his decision enslaves them. Hawaiian capitalists have made strong protests and have also cabbd to Tokio. (A cablegram in yesterday's Age stated that President Roosevelt had signed an order preventing Japanese labourers entering the United States via Canada, Mexico, or Hawaii, by means of passports valid only in those countries).
