Received March 13, 8.38 a.m. LONDON, March 12. A White Book has been issued containing the reas'ons of the Secretary of State for the Colonies, (Lord Elgin) for not acceding to the request of the Australian States for separate representation at the Imperial Conference. Replying to the Hon. A. Lyttelton (Secretary of State for the Colonies in the Balfour Government), Mr Churchill (Under-Secretary for the Colonies) stated that the Government neither accepted rior rejected Mr Lyttelton's scheme of Imperial organisation in connection with the Conference, but left the matter open for discussion. ; '
