LIMITATION OF ARMAMENTS.

ST. PETERSBURG, March 11. Russian official organs are politely hostile to Sir Henry Campbell-Ban-nerman's limitation of armaments proposal. The Bourse Gazette and other unofficial newspapers emphasise that it is impossible for European States to limit their armaments while Germany pursues a Chauvinistic policy.
