REMOVAL OF REFUSE.
*» A meeting of the Masterton Borough By-laws Committee was held, last evening, there being present-- Crs McEwen (chairman), Pauling, Elliott, Temple, Ewington and Morris. The question of the removal of rubbish, referred to the committee to report on, was discussed, and consideration was given to the compulsory licensing of carts engaged in the work of removing all rubbish, whether household or trade. It was decided to recommend the Council , before adopting the licending system, to try the effect of a by-law making it an offence for any person carting any description of house or trade refuse or offensive ruish, without having an efficient cover to prevent such rubbish from being blown on to or spilt on any public or private street, place or way, or for depositing any kind of rubbish in any place not set apart for such purpose by the Council; also to amend By-law 6a, referring to nuisances, by striking out the word "occupier" and substituting the word "owner."
