The Berlin newspaper Tagliche Rundschau asserts that Russia has arranged that she, Germany, France, and Austria-Hungary shall prevent the Hague Confei'ehce discussing the question of limitation of armaments. Received March 8, 11.31 p.m. BERLIN, March 7. The Minister for Foreign Affairs stated in the Reichstag that Germany had given serious consideration to every proposal that was to be subthe ,Hague Convention, and would co-operate with a goodwill in the work. He added that the question of disarmament was not on the detailed programme accompanying Russia's invitation to the Conference.
