Captain liincaid-Smith, M.P. for Warwickshire (S.W. Division), speaking at Stratford -on - Avon, strongly advocated a small tariff of one or two per cent, on all foreign manufactures entering the United Kingdom or any portion of the Empire, the proceeds to be devoted to naval needs and Imperial defence. This would relieve the Imperial Exchequer of many millions which could hereafter be devoted to old-age pensions and other pressing reforms. The scheme would supply a great material link between the Motherland and the Colonies far stronger than preference.
