One of the despatch bags in the possession of Mr Herbert, the King's messenger, who was lost in the wrecked Berlin, has been recovered, empty, at The Hook, Holland. (Mr Herbert was the bearer of important' despatches intended for transmission to Denmark, Russia, Germany, and Persia.) j PHILANTHROPIC DUCHESS. Received March 5, 9 a.m. LONDON, March 4. The Duchess of Marlborough (nee Miss Consuelo Vanderbilt, daughter of Mr W. K. Vanderbilt, the American millionaire), has joined the ranks of active slum workers in connection with the Church Army. RAILWAY TO CROSS THE PYRENEES. Received March 5, 9 a.m. PARIS, March 4. Spain and France have agreed to construct a railway through the Pyrenees.
