UPPER HOUSE NOMINEES. LONDON, March 1. Lord Selborne, High Commissioner for South Africa, maintains that the Upper House has been most carefully selected. He is convinced that it will deal with all questions in a spirit of strict impartiality arid with a single eye to the country's welfare, irrespective of race or party.
