UNITED STATES AND SAN DOMINGO.

Received March 1, 8.54 a.m. NEW YORK, February 28. The Senate has ratified the treaty with San Domingo, lender which the United States will collect the revenues of that Wer.t Indian Republic. (As long ago as 1905 it was announced that a treaty between the two Governments had been signed, but the Senate refused to .ratify it. Under it the United States Government undertook to adjust all the obligations of the Dominican Government, foreign as well as domestic, and for that purpose to take charge of the Customhouses and collect the revenue. Of the Customs revenue 45 per cent, was, to be handed to the Dominican Government. The foreign ,debt was £6,456,000. The English and other creditors protested against the agreement and took their stand on an international arbitration award of 1904. Apparently, modifications have since been made which have overcome the Senate's objections).
