ARMY REORGANISATION.

Major-General Sir Edward PoleCarew severely criticised Mr Haldane's proposals for army reorganisation. They are merely a calling of old things by new names. The Minister has reduced the artillery and infantry, and has given nothing in their place. Military members of the House of Commons are generally unfavourable to the scheme, and consider it will impede recruiting. Colonel Sir Howard Vincent (Conservative member for Central Sheffield) thinks that the whole scheme of voluntary forces will break down, and that the War Office will be compelled to fall back on conscription. Received February 28, 8.58 a.m. LONDON, February 27. Lord Curzon, formerly Viceroy of India, in a letter to Lord Newton (who has before the House of Lords a Bill to reform that Chamber in the direction of public service qualifications for Peers, or elective qaulification within their own order), expresses the hope that the Conservative Party will associate itself with the' principle of reform of the House of Lords.
Lord Curzon suggests that Minis-: ters of the Crown ought to speak in both Houses.
