CHURCH AND STATE. Received February 27, 9.18 a.m. ROME, February 26. The Vatican complains that the latest concessions offered by the French Minister for Public Instruction (M. Briand) are illusory. The Vatican protests against the exclusion of foreign cures, though the Bill admits Protestants and Dutch Jews. The Vatican also rejects the principle that members who have been expelled from religious congregations, and who are prohibited from being monks, must therefore live as priests.
