CHANCELLOR'S FIERCE SPEECH.

Prince von Bulow, the German Chancellor, speaking in the Reichstag, fiercely assailed the Centre party for coalescing with the Socialists, who are tramplers on everything a Christian holds sacred. The Government, said the Chancellor, did not intend to be muzzled, and, if shot at, would shoot again. POLICY OF SOCIAL REFORM. Received Last Night, 10.7 o'clock. BERLIN, February 27. While scolding the Socialists yesterday for lack of patriotism Prince von Bulow hinted at a considerable policy of Social reform. The policy is interpreted as intended, indirectly to pacify the Socialists in the country, and then ask for more ships and guns.
