It is reported to the Persian Parliament that the peasants of Khorassan are selling their children like sheep to the Turkomans at Ashkabad, in order to pay- their taxes.

(Khorassan is the most northeasterly province of Persia. The Turkomans are qne of the pastoral races —conquered by Russia —of the Russian Trans-Caspian Territory, of which Ashkabad is the capital.) Captain Kirton, representing, the Foreign Famine Committee, has informed the Viceroy of Shanghai that the famine is the outcome of neglect of public works and drainage.
