FIRST OFFENDERS' PROBATION ACT.

By Telegraph—Press Association. WELLINGTON, February 21. During a discussion in the Supreme Court, to-day, Mr Justice Chapman said he considered the First Offenders' Probation Act an exceedingly good measure so long as it was discreetly administered, but indiscriminately administered it could be an element of evil. It had, however, been very carefully administered by the Courts. He was very much inclined to think that many young men know the provisions of this Act, and say, "We can commit crime, and we can go before the Court and ask for probation." He agreed that it was best to keep young men out of gaol so long as such a step was consistent with the proper administration of justice.
