Received February 21, 7.51 a.m. NEW YORK, February 20. Japanese in Hawaii have cabled to Washington and Tokio strongly protesting against prohibition of the immigration of Japanese cooliesinto the United States, as contemplated by the proposed treaty between, the United States and Japan.
