RECIPROCITY TREATY. Received February 7, 10.59 p.m.NEW YORK, February 7. x The American Commissioners who are visiting Germany have agreed on a basis for the reciprocity treaty, and an attempt to ratify it will be made in the Senate after March 4th, when the Republicans will have the necessary two-thirds majority.
