EDUCATING CONSULS.
Received January 31, 8.40 a.m. LONDON, January 30. It has been decided that consuls in future must pass through the Intelligence Department of the Board of Trade, and those visiting England will be required to spend some time inspecting the processes of manufacture of goods sent to their districts.
