Received January 31, 9.45 p.m. NEW YORK, January 31. The Hon. W. H. Taft urges the appropriation of an additional three and a half million dollars for the purpose of fortifying Pearl Harbour, Hawaii. He declared that every reason exists for having the fortifications ready.
