A TURKISH BRIGAND.
Received January 31, 8.35 a.m. LONDON, January 30. It now tranpsires that Fehim Pasha, chief of the secret police at Yildiz, whose punishment Germany has demanded for extortion and seizure of timber, was also general of a division, and an aide-de-camp of the Sultan's. He has blackmailed residents for years. The German Note describes him as "a brigand and a notorious criminal who has been dishonouring the Sultan's prestige." The incident, owing to Germany's intervention, has caused a sensation.
