EXCEPTIONALLY SEVERE WEATHER. TWO HUNDRED AND SEVENTY PERSONS FROZEN TO DEATH. Received January 29, 9.30 a.m. ST. PETERSBURG, Jan. 28. Exceptionally severe weather is benig experienced in Russia. Two hundred and seventy persons have been frozen to death in the Odessa district.
