THE ELECTIONS. [Received January 25, 7.55 a.m. BERLIN, January 24. The chief appeal of Prince von Bulow, Imperial Chancellor, is adj dressed to electors who were indifferent at former elections. There were four million abstentions from voting in 1903, largely' in the country divisions. If the present intensely severe weather continues, the Chancellor's hopes in that direction will be adversely affected.
