THE BRIGAND RAISULL Received January 18, 8.30 a-m.^_ MOROCCO, January 11.% The Sultan of Morocco, on the grounds that the acts of the Moorish bandit Raisufi (who for some time has been defying the authorities) are beyond his control, refuses to pay the European claims arising out of the deposed's chief's acts, though he appointed Raisuli governor.
