ARMY REFORM.
MR HALDANE'S SCHEME. Received January 15, 9.18 p.m. LONDON, January 15. Mr R. B. Haldane, speaking at Liverpool, stated that he was undertaking army reform by instalments. •He believed that the new organisation just announced would be very good. He hoped Parliament would sanction his scheme of bringing volunteers into closer touch with the fighting line of the regular army.
