CHURCH AND STATE. Received January 13, 5.10 p.m. ROME, January 12. A Papal Encyclical has been issued expressing a desire to comfort the French Church in her sufferings and assures her that her trials will lead to final victory. Wherefore the union of the Holy See is indispensable. It affirms that the German Public Worship Associations are merely tolerated, not approved of, though, unlike the French Associations they recognised heirarchy. It, moreover, affirms the determination of the papacy to defend the inviolability of the Church property and liberty.
