The St. Petersburg correspondent of the Tribune mentions that at a gathering of officers of the Guards, it was decided to forward several petitions to the Czar, urging him to destroy the Duma, and restore the autocracy. If the petitions fail it is proposed to remove the Czar and substitute one of his uncle's. THE DUMA. Received January 9, 11.25 p.m. ST. PETERSBURG, January 9. Count Witte, interviewed, declared that, if the second Duma is irreconcilable like the first Duma, it will be dissolved. Possibly an effort would be made to further restrict suffrage, and if the third Duma is unworkable the Czar's October manifesto will be repealed.
