CONSTITUTION SIGNED. TEHERAN, December 31. £ The Shah and the Crown Prince have signed a Constitution establishing a partly elective Senate, and vesting the control of the country's financial affairs in|the Lower House. Received January 2, 10 a.m. TEHERAN, January 1. The Assembly at Teheran objected to the composition of the Senate, and negotiations with reference to the new constitution have been re-opened with the Cabinet.
