The committee, of which Lord Onslow is chairman, appointed to consider tbe qnestion, recommends tbe extension of small holdings nn dfer Stare supervision, by means of an anunal Parliamentary grant, and the promotion of all foxmß of agricultural 00-operatiou, including credit societies, by meaud of State loans. It is also recommended that'further facilities be provided for syatematio agricultural instruction.
