RAISULI AND THE SULTAN. LONDON, December 24. The Shereefian forces, in a ragged, half-starving condition, are encamped at a safe spot, with the walls of Tangier between them and Raisuli's men. Raisuli refuses to communicate with the Minister for War, and has failed to supply the customary tribal contingent with provisions.
