GOVERNMENT OF IRELAND.
THE DEVOLUTION SCHEME. LONDON, December 24. It is stated that Mr Bryce (late Chief Secretary for Ireland, and now appointed British Ambassador at Washington) had a serious difference of opinion with Sir Antony Macdonnell, Under-Secretary to the Lord Lieutenant, concerning the devoluscheme. Mr Bryce wished to go further than Sir Antony Macdonnell in the direction of governing according to Irish ideas. Sir Antony was unable to agree to a proposal to give the Nationalists control of the Royal Irish Constabulary.
