LONDON, December 26,

The 'l'imes says that the sentence passed on Admiral NebogatofE will be considered outside Russia as severe—even vindictive. It is difficult to resist the suspicion that be has been made the scapegoat for mnch more gnilfcy and highly placed persocages, who really lost the battle.
