THE NEW CONSTITUTIONS.

Received December 19, B.§ a.m. LONDOIs, Deoember 18. Lord Elgin, in the House of Lords, and Mr Winaton Churchill, in the Houso of Commons, made statements respecting the Transvaal and Orangia Constitutions. They explained that Orangia would receive substantially the same Constitution as the Transvaal, and expressed the opinion that the Bloemfonteia Parliament wonld be at work by the autumn.

Mr Churchill deolared that he believed the Boers'had abandoned their ambition to create an independent Dutch Republic in South Afrina, and that they oniy tried to become another Commonwealth. After some criticisms the, House of Commons approved the granting of the Constitutions.
