THE BUDGET. EIGHT MILLIONS INCREASED EXPENDITURE. Received December 13, 9 a.m. BERLIN, December 12. Germany's expenditure for 1907 is estimated at eiglit millions sterling above that of 1906. A twelve million loan is projected. Tho army estimates are three-quarters ot a million higher, and the navy estimates a million and a quarter higher, including half a million for new construction. South-west Africa's requirements amount to three and a halt' millions, exclusive of two millions as supplementary estimates for 1906Tho Budget Committee will provisionally seriously rcdueo tho men and money required for South-west Africa, despite Count Dornburg's warning that it means risking the loss of the colony. Pourparlers to conciliate tho Centre are proceeding. (The esti matod expenditure for tho current year is 2.406,275,000 marks equal to i 120,318,750).
REDUCTION OF THE AFRICAN VOTE. Received December 13, 9.38 a.m. BERLIN, December 12. Despite Count Djmburg's promise to rcduco the army in South-west Africa by four thousand before April, the Budget Committee reduced the vote by a million and a half sterling.
