KING LEOPOLD'S MANOEUVRES

The Brussels correspondent of The Times declares that King Leopold's manoeuvres in suddenly creating foreign vested interests in the Oougo by granting mining and other concessions to foreigners, in order to obtain the support of certain parties in concessionaries' countneß,ia tantamount to a heavy mortgage of Belgium's inheritance.
