CHINESE ON THE RAND. CONDITION OP COMPOUNDS. Received November 18, 5.12 p.m. JOHANNESBURG, Nov. 17. The Bishop of Pretoria and the Johannesburg Star urge Lord Elgin to publish the gist of Justice Buokrell's conclusions relative to the moral condition of the Chinese compounds on the Rand. The Bishop of Pretoria declares that the insinuations, made by some of the members of the House of Commons that offences were condoned, refloat upon the character of the people. He aska to be told frankly the truth and the worst, Personally, be believed that neither the trutb nor the worst is so bad as (he Insinuations made would lead people to suppose.
