THE MERCHANT SHIrPING BILL. LUNDON, November 16. During the Debate ia the House of Commons on the Merchant Shipping Bill, Mr Havelook Wilsoli, Labour member for Middlesborough, moved an amendment to give Lasaara outside the tropics the same space in the rorecastles of British ships as is Bllo'ted to British seamen. The amendment was 'negatived by 248 votes to 105. Mr Lloyd George, President of the Board of Trade, declared that such an onerous amendment would lead to the exclusion of Lascars, whioh was Mr Wilson's objeot in imposing upon shipowners such a tremendous disability. CONTROL OF SHIPPING OFFICERS. MR LLOYD-GEORGE'S PROPOSALS ADOPTED. Received November 18, 4.50 p.m. LONDON, November 17. Mr Lloyd George's proposals in the. Shipping Bill enabling the Board of Trade to appoint and control superintendents. clerks and servants ia the mercantile marine offices, were adopted, A new clause, whioh states that anybody who by false representation induces or attempts to induoe a person to emigrate or engage a steerage passage, shall be liable to a fine of £SO or in default three months' imprisonment, was also adopted.
