A recrudescence of extensive robberies and terrorist drumhead sentences is reported from Warsaw, Lodz, Pensa, and elsewhere. Six officers have been arrested in Kieff for attempting to start a revolutionary propaganda in the army, A STARTLING REPORT. LONDON, November 16. A telegram from Paris states that a plot has been discovered against Count; Wttte and the leaders of the Constitutional Democratic Party. A price of 3,500 roubles, it is said, has been sot on Count Witte's head. POLITICAL PRISONERS ATTEMPT TO ESCAPE. AUTHORITIES WARNED. THE INFORMANT KILLED. Received November 18, 4.58 p.m. ST. PETERSBURG, Nov. 17. Three hundred and seventy political prisoners in the Odessa prison planned to escape. They dug a mine under the wall of the prison, but a criminal informed the authorities that the political prisoners had revolted. The informant was killed by the mutinous prisoners. Troops then surrounded the prison.
