E- Smith, Conservative member tor "Walton,' stated that the strength of the navy exceeded the twostandard power. Received November 15, 12.14 a.m. LONDON, November 14. In the House of Commons, Mr E. Robertson, in reply to a question, said that Germany was begmoiiig twelve destroyers yearly. The Admiralty's settled polioy in framing the shipbuilding programme was to meet only those foreign programmes actually sanctioned by the. respective Parliaments. They were also guided by the progress>of construction abroad.
