SPEECH BY THE MINISTER OFLABJUR. PARIS, November 9. M. Vivani, the Frenoh Ministet tor Labour, speaking in the Cham- • ber of Deputies, declared that he Intended to administer the Labour Department as' a Socialist. He meant to extend the scope of the trades unions, and the working classes must recognise tbe unions. Emancipation would be the result*of constant effort; not a sudden cataclysm. He intended to demand a working day of ten hours, and de- . olared that the collective right had sot superseded individual right. The speeoh was loudly applauded, and was ordered to be placarded in > all tbe Communes. | The oredits'for the new department .were voted by 512 votes to 20.
