POOR LAW ADMINISTRATION.
THE POSITION IN POPLAR. LONDON, November 9. The, report ot the Inspector of the Local Government Board on the enquiry into the! charges of extravagant administration of the poor law in Poplar, suggests that the guardians deliberately increased the expenditure in order to force the Legislature to complete the equalisation of rates all over the metropolis. The ; report exonerated Mr W. Crook, chairman, and Mr George Lansbury, one of the guardians, from misconduct, of which some ot their colleagues were guilty, but holds them in no small degree responsible for the policy leading to the pauperisation of great numbers of people and the subsidising of women casual labour, with- the inevitable growth of starvation wages and an increased expenditure on the borough, thus inflicting great hardships on struggling tradesmen and others. Mr Crooks describes the report as " wicked and prejudiced."
